Return type of accessor functions in TypeSpec. Tuple composed of:

• 0: Actual result of an accessor function
• 1: Diagnostics produced while retrieving the data, in collection order.

Callers own reporting or propagating the returned diagnostics; the tuple itself does not report them to a program. An empty list indicates no collected issues.
