function getActionSeparator(program, entity): string | undefined;Resolves the action separator on an entity. For operations, checks the operation, its interface,
then enclosing namespaces from nearest to outermost; interfaces fall back to enclosing namespaces.
A namespace argument checks only that namespace. Returns undefined if no separator is found;
automatic routing then uses "/".
